ΠΕΡΙΛΗΨΗ
The Byzantine administration was adapting constantly to the circumstances in Asia, refuting the reputation of immobility of the Byzantine Empire. The system of themes provided the basis of the provincial administration for the period 700 – 1204. Ruled by a powerful strategos, a theme incorporated all the fiscal and judiciary services required for the sovereign to remain connected to his eastern subjects. Asia Minor provided the human and material resources necessary for the survival of the Empire. From the 10th century onward, and after a century of dominance of the judges, there were some changes in the system, now adapted to the organisation of the army in tagmata, while the authority passed in the hands of the doukai. After the Turkish invasions, the Komnenoi re-established the administrative system based on the tagmata and the service of oikeiaka as regards taxation, thus restoring prosperity to Asia Minor. |
